Giratina EX and giant cape

Since giratina ignores all effects on the defending pokemon would that also include giant cape's "effect" on the pokemon as well? Hence 2 shotting everything anyways?

Nope. Giant Cape is not an effect on the defending Pokemon per-se, but rather changing the number of HP the Pokemon has.

Giratina breaks through anything that would effect attack damage such as safeguard evolite resistance ect. But giant cape has no effect on damage and does not effect giratina in any way.

Shred only ignores effects that alter the attack's damage; it doesn't shut down effects. The damage done by Shred is in no way affected by Giant Cape increasing the HP of equipped Pokémon.

Depends what you mean by "ignore". Do you mean it does a straight up 90 or it lowers the defending pokemon's HP?

There are a lot of instances of cards interacting in ways TCGO didn't prepare the system for. For example, Rescue Energy used to still work if you burned a Pokemon to death.

For the record, its attack IS effected by weakness AND resistance. They are game mechanics, not effects on the pokemon. So if for some reason there is ever a card that resists dragon, shred would do less damage.
