I have been asked this hypothetical scenario:

Player A : Attacked Player B with Giratina EX's Chaos Wheel.

Player B : Plays Kelfki (Wonder Lock) on it's bench then wants to use the Ability to attach it to the active Pokémon.

The question was does Chaos Wheel prevent Klefki from becoming a tool.

Chaos Wheel (100) : Your opponent can't play any Pokémon Tool, Special Energy, or Stadium cards from his or her hand during his or her next turn.

Wonder Lock: Once during your turn (before your attack), if this Pokémon is on your Bench, you may discard all cards attached to this Pokémon and attach it to 1 of your Pokémon as a Pokémon Tool card. Prevent any damage done to the Pokémon this card is attached to by attacks from your opponent's Mega Evolution Pokémon. If this card is attached to a Pokémon, discard this card at the end of your opponent's turn.

My answer was: Chaos Wheel prevents playing a tool FROM THE HAND, moreover, even if it wasn't from the player's hand, Klefki doesn't become a Pokémon Tool card until it is attached to a Pokémon.

Is this the correct understanding?
 
You're playing Klefki from your hand to the bench as a Pokemon, not a Tool, so that is not blocked.
Then, when you transform Kelfki into a Tool and attach it to a Pokemon, it is from the bench, not from the hand, so that is not blocked by Chaos Wheel either.
