I never said they weren't responsable, just that it isn't their fault. Just like on all of the Cops shows where they have the one innocent guy in a car while all of the others are taking drugs. While it's not his fault that the other people are taking drugs, he's still going to get taken in just because he's with them. Sorry that I couldn't think of a better example. :/
I get what you mean by the example but if they're partly responsible, then it's also partly their fault if something goes wrong, because it's their responsibility to make sure nothing does and they haven't done this properly. The difference here is that these products are being sold in Target stores. It doesn't matter if the space is being rented out or not, those products are still being sold within their stores, and they have the responsibility of checking what is being sold because of this. It's likely that Target give a list of rules about what can be sold in these sections that they let out, so they should follow these up and enforce them.
