the strategy is set up mightyena and houndoom try to donk the most you can and with crobats more damage

If you're only allowed to use commons and uncommons I'd try just Houndoom rush. Something like this

I just made a common/uncommon deck based around Mightyena. The hardest problem I have faced with these decks is getting some good, consistent draw power without Uxie, Claydol, etc. This is what my son and I came up with:

4-4 Mightyena
4 Unown ?
2 Skunktank G
1 each of 6 stage 1 random pokemon of different types (Monferno, Magneton, Vigoroth, Electrode, Wartortle, Probopass)

The rest of the cards are trainers/supporters and include the following:
4 pokehealer+ (to remove damage from Mightyenas and then just poison yourself again)
4 quick ball
4 Bebe's
4 Great ball
4 SSU
4 Pokeball
4 Pokedex
3 Pokemon Contest Hall
1 Moonlight Stadium
2 Broken Time Space
3 Warp Point
1 Amulet coin (to attach to a poochyena you get with PCH)
2 POV
1 Luxary Ball

No energy in the deck and thus Great Ball rather than Roseanne's. In my league we play a 4 prize card game, so I choose not to run any night maintenance. The deck is the most consistent no rare card deck I have put together yet (so far I've built about 10), but it may be a bit slower because it takes a while to get a good selection of cards for your "?" powers. But by mid game, I'm drawing 3 or more cards every turn!!! It's a lot of fun to play and your opponent gets really tired of guessing incorrectly.
 
Take out the 3-3 Houndoom and put in 3-3 Muk PL. They actually heal when poisoned.

You might also want to try and fit in some Unown Vs to heal the Mightyenas after they have been poisoned and withdrawn.

Unown F is another good draw card; it does not rely on you having Pokemon in your hand like Unown ? does.

how bout

the basic ball engine with luxery, quick and dark balls along with pokedex's and the SP finder
 
I tried an Octillery deck with no rare cards and it really wasn't that good. I still like Octillery as regular deck though and it can beat pretty much anything with a couple of exceptions, but without the draw power and hand recycling power of Claydol, Octillery just is not that good.

If I were to play a no-rare tournament, I would lean towards the straight Mightyena list I posted earlier or maybe some version of SPs (Turtwig, Infernape, Honchkrow???). That list is the best no rare deck I've made yet, and it can even give some competitive decks problems. It can set up really fast and hit for 80 and poisoned if non-SP. I don't think Breloom would give it much problems as Breloom needs 3 energies and Mightyena needs 0 and will 2 shot the Brelooms (or one shot if you have a Crobat or plus). Breloom just will not be able to keep up. BTW I have also treid Breloom decks as well. Muk is pretty good but it is really slowed by its 3 energy attack, and its 2 energy attack only does 30. It's just hard to do better than 80 for zero energies!!!

I have also tested most of the draw cards posted so far on this thread, and my favorite is Unown ?. I actually have to worry about decking myself with a 60 card deck and a 4 prize card game!!!! Unown ? can reliably get you cards all game, has 70 HP, and a zero energy attack that can get you cards as well. Unown R can only get you a total of about 8 cards if played with Combee (the one that brings a basic Pokemon from the discard pile). Unown F only gets you a card half the time and if you only have 2 different pokemon types in your hand, Unown ? is just as good. Basic ball engines with lots of trainers tend to fizzle out pretty quickly and can be inconsistent on their own.
