HELP PLEASE Crystal: Lugia

Hey everyone suggests Aero Blast on Lugia for Pokemon Crystal but when you catch him he is at level 60 and he has already forgotten that move...same goes for Ho-Oh's Sacred Fire...is there a way to get these moves back?!

Use Pokémon Stadium 2.... okeball:

To be specific on Shinji Ikari comment, use your game boy version on Pokemon Stadium 2 with the Pokemon you need to relearn a move as a team member and face off against the Gym Castle's Elite Four and Champion (don't use it as a regestered team), when you win, Lance will offer to let you have one of your Pokemon to relearn one of its forgotten non-TM taughted moves, such as AeroBlast.

That still brings up the problem with getting enough Ev's. It takes a bit more work, but its best to catch it on silver.
