Help with a modified Green Tornado theme deck

My only Pokemon cards are a Green Tornado deck that I have changed slightly with the help of my brother. The cards are:

Serperior x3
Servine x3
Snivy x3
Sawsbuck x1
Deerling x2
Musharna x1
Munna x2
Simisage x2
Pansage x3
Scolipede x1
Whirlipede x2
Venipede x3
Petilil x2

Leaf energy x13
Psychic energy x8

Hypnotoxic Laser x1
Professor Juniper x1
Cheerleaders Cheer x1
Energy retrieval x3
Potion x4
Max potion x1

What cards would you all suggest I add/remove/get more of? It can be anything, because I noticed that cards are very cheap on ebay and wanted to buy maybe 5-10$ worth.
And then I also have a Deoxys Ex., the 2013 tournament edition. Should I add that to the deck?
 
who do you want to focus on more? and what would you like the deck to do? knowing that would make it easier to rearrange the deck

Buy staples. You should buy more juniper and some n at the very least. I'd also suggest a couple Skyla and pokemon fan club. For non supporter, you should get some ultra ball. I'd recommend looking at a bunch of decks and figuring out what the staples are.

Deoxys only really helps Team Plasma decks.
Which none of those cards are Team Plasma Pokemon (Deoxys boosts the attack of Team Plasma Pokemon)

Of note you want to get rid of Cheerleaders Cheer since it's not currently legal for tournaments.

Maybe get some more recent decks like the X/Y Starters, or the new Trainer Kit.
