My prediction for the Johto pokédex numbering is as follows; new prevolutions included but not new evolutions. This is because it would allow for breeding to occur at goldenrod, the logical point, without pokémon like Marill giving erratic or unnumbered eggs. Bold = confirmed, Italic underline = new.

Miscellanous Predictions

  • Mewtwo will be catchable in Cerulean Cave
  • A Kanto starter will be awarded as a prize from Oak in Kanto
  • In Kanto, Latios will roam in Soul Silver, and Latias in heart gold.
  • Kyogre will reside in Whirl Islands after Lugia is captured
  • Groudon will reside in Burned Tower after Ho-oh
  • Ho-oh/Groudon exclusive to Heart Gold, Lugia/Kyogre to Soul Silver
  • Ilex forest and GS Ball will be an event
  • Rayquaza will reside in an expanded Dragon's Den, connected to a Blackthorn storyline
  • Jirachi will reside in some event island alone.

Mapping legendary frequencies one to one from DPPlatinum to HGSS:

3 Legendary Birds/Cresselia/Mesprit = Latias/Latios/3 dogs (5 roamers)
3 Regis = 3 birds (stationary trio)
Heatran = Kyogre/Groudon (additional legend)
Palkia/Dialga = Ho-oh/Lugia (box covers)
Giratina = Mewtwo (third uber)
Darkrai/Shaymin = Celebi/Jirachi (events)
Arceus (event on each)

I'm sure HGSS will continue the Platinum trend and be packed full of legendaries and incentives for competitive battlers, such as more exploitable breeding and easier IV checking.
 
I would not put it past them to put Groudon/Kyogre in HGSS as there is no current way to receive them in the DS era.
 
I doubt that any RS legendaries will be in HGSS.

Why not? I could have sworn I'd saw something a while ago that said they'd be in the game somewhere, and there is no current way of getting them besides transferring from an older game via Pal Park.
 
Birth Island is accessed from Kanto in FRLG, so it's feasible. I agree with Po-Po-Pocchama; if Mew was included here, Ranch would lose all saleability. I don't think Groudon/Kyogre is any stranger than Regis in Platinum.

Something else to note: remember the GS themes in Battle Frontier? Ho-oh and Lugia are paired with Groudon and Kyogre in opponents' teams. Personally, I'm certain they will be included, and possibly through move tutors and learnsets, completly phase out the GBA games.
 
it was already stated that groudon and kyogre will be in them, w/ groudon in SS and kyogre in HG, good guess though.
