If you want Mightyena to be really cheap, replace either Howl or Intimidating Bite with a decently strong but low Energy costing attack that causes Burn on Mightyena. Although you may have to weaken Special Claw a little to not make the combo too broken.

You could make it less broken by making another Pokemon with a Poke-Power that inflicts Burn on your Active Pokemon.
