your off to a good starting getting the battle arena decks, at this point its buying the remaining trainer staples most decks have and then find the right pokemon combo you like.

in terms of trainers heres the more commonly found trainers
3-4 prof. juniper/sycamore
3-4 N
2-3 Skyla
2-3 lysandre
1 Lysander trump card
1-2 shauna/prof. birch's observation
1-2 colress
2-3 vs seeker
2-3 rare candy (if doing evolutions)
2-3 evosoda (if doing evolutions)
2-3 ultraball
1-3 float stone
1-4 hypnotoxic laser/2-3 virbank gym
2-3 enhanced hammer/2-3 crushing hammer
1-3 switch/escape rope
1-3 startling megaphone
1-3 professor's letter
1 ace spec card (computer search is most common here)
2-3 stadium that helps your deck
2-4 muscle band
1-2 silver bangle
1-2 energy switch
2-3 max potion
1-2 spirit link if your running its mega
2-4 AZ (for crobat mostly)
2-3 battle compressor (night march deck mostly)
2-3 head ringer
1-2 teammates
3-4 dive ball (water decks)

less seen trainers
1 town map
2-4 bicycle
2-3 colress machine/rest of plasma engine (plasma decks only)
1-2 eviolite/hard charm
1-3 superior energy retrieval/energy retrieval
1-2 red card
1-3 roller skates
2-3 blacksmith/2-3 fiery torch (fire decks)

there's others I'm not sure of the average amount yet but that should cover you making most standard legal decks trainer wise

For the Pokemon; it's a matter of preference.Strategies based on Ex pokemon tend to be most prevalent, but certain decks like 'night march', Empoleon, and Donphan can have little to no Ex at all. The cheapest of those easily being night march. All but 2 copies of leafeon (plasma) are common/uncommon. And it's possible to run the deck without any supporter N. Which is the costliest supporter atm($4-5/copy)

Trey is right too, most important is having a solid stock of trainers to build around.
