If someone play's ATM rock on jumpluff and it goes back to being one of its previous forms with the damage that jumpluff has taken can i still use the effect of buffer from one of its previous forms so that it wont get knocked out? Because ATM rock counts as an attack i think.

No, though Stone Generator is an attack it does not do any damage. So Buffer does not trigger. There is an errata for the Buffer poke-BODY: Buffer only triggers when an attack does sufficient damage to KO the pokemon with buffer.
The KO is because of the continuously checked condition for damage >= HP, and not to do with the attack, for all it looks like it is as a result of an attack.
