Im not quite sure about this ruling. Lets say I were to run a Japanese Umbreon EX in my deck and there were no American ones in the deck. Is the only thing required for this a print-out of the American card or what?

You need a print out of the card-dex page, from the OP site, unedited.
OR
You need a local language version, outside your deck.
