Person B is trading a lot of older non modified cards. However from a collectors standpoint they are treading a lot. The 1st Ed Lugia is a nice card.
Person A is trading some nice playable cards. IMO If I was person B I would do it. And if person A likes collecting I would do it.

Pure Dollar wise B might be trading more than A Lugia 1st ed still can go for a decent price.
