Is Xerneas from XY legal in the 2016/2017 rotation?

The SteamSiege Xerneas 81/114 looks to me to have the identical HP, wording/attacks, etc. as the XY Xerneas 96/146

I've seen reprints of Trainer cards re-used in competition. Are reprints of Pokémon also allowed? I did try to search for an official ruling on this, but couldn't find a clear answer.

If it is allowed, how should deck list be populated if the XY series isn't allowed in the 2016/2017 Standard?

but yes it's a reprint, while rare compared to trainers reprinted Pokémon do happen, to count as a reprint the stats hp/type/ability/attack/weak/res/retreat have to be the same. so as long as one version of a reprinted card is in the format you're playing in it you can use the older version.

for deck lists if using the older version you would list it's set like normal in this case XY-96. also if your running both version you have to list both, just like if you run both regular and full art versions of a card.
 
We have had a lot more Pokemon reprints at times past, so this is not a new thing.
Usually when a format rotation happens, you see a lot of it.

Anyway, they could either put in the actual set abbreviation or put a "-" to indicate that it is not a set on the list.
