It is the fastest pokemon available for 2011. It is also based off a ninja, so that is why i thought of it when the word "Ninja" was brought up.

Bug buzz is it's best STAB attack. It is fast, but that is about it. That and it cannot get trick-scarfed from sticky hold.

Agirudaa, Lv.50, Timid, 252 Speed, 31 Speed = 216 x 1.5 = 324
For comparison, let's look at the 2nd fastest for 2011 - Zeburaika
Zeburaika, Lv.50, Timid, 252 Speed, 31 speed = 184 x 1.5 = 276

But, i will say this - Anything with Base 80 Speed, +Speed Nature, 252 Speed EV, 31 Speed IV, Choice Scarf WILL Outspeed Agirudaa. Baibanira (Double scoop ice cream cone) with those same requirements matches Agirudaa.

Seeing how alot of people max their speed, those requirements are going to be pretty common.
