[L][L][1] Thunder Blast 70+ Flip a coin and call it,if you called it right,this attack 60 more damage then discard all energy cards attached to Jolteon ex,if not,choose 1 of your Pokemon,this attack does 60 damage to that Pokemon.

The HP is a bit too high, and the traditional Resistance for {L} Pokémon is {M}, not {L}. {L} Resistance is reserved for Pokémon who are Ground-type in the GBA game.
 
...EX's ARE NOT UBER! Heck, Shuckle EX would only have 70 or 80 HP. THIS IS NOT THE GAMEBOY GAMES!

I just made my own Jolteon EX myself.

However I must say I am not too happy with it right now due to the bad pic I have on it as well as the attacks not being too hot either. It isn't bad but still....

I like the body, just like in GBA games. I may have it worded wrong and I should probably have it remove 2 damage counters rather than 3. What do you guys think I should do?

The attacks.... The 1st is OK, and the 2nd I figured is just right at 70 since it's power helps it heal itself from electric attacks. Figured it would pass.

If I could find a good pic that a good artist made of a Jolteon, I'd gladly use it with his/her consent and I'd also quote them in the "Illus." bar of the card. If anyone can help me out by sending me some links of some GREAT pics of a Jolteon along with the artist name (if you can find the name) I would greatly appreciate it.

Other than that, let me know what you think of my card and what changes I could make with the attacks because for some reason I had a lot of trouble coming up with attacks for this one.

Like the Vaporeon ex, you shouldn't have an ability (i.e. Poke-POWER or Poke-BODY) and three attacks. As is, the HP is fine, as well as the bottom stats. The first attack is waaaaay too powerful for one Energy.
The second is OK, but may be a little too strong or weak, depending on the situation. The third attack is actually quite poor as is, with the risk that you take.
Here's how I would do it:

Jolteon ex
(L)
110 HP
Stage 1: Evolves from Eevee
EX Rule
[C] Quick Attack (20+) Flip a coin. If heads, this attack does 20 damage plus 10 more damage.
[L][C] Energy Burst () Choose 1 of your opponent's Pokemon. Put damage counters on that Pokemon equal to the number of basic Energy cards attached to it. Unless this attack does nothing, flip a coin. If heads, choose another one of your opponent's Pokemon and put damage counters on it equal to the number of basic Energy cards attached to it.
[L][L][L][C] Thunder Blast (60+) Flip a coin. If heads, discard 3 [L] Energy attached to Jolteon ex and this attack does 30 more damage and 20 damage to each of your opponent's Benched Pokemon. If tails, choose 1 of your Benched Pokemon and this attack does 60 damage to it. Don't apply Weakness and Resistance for Benched Pokemon. If you can't discard Energy cards, this attack does nothing.
