Yes you can, all you need is the game, your location does not matter.

Are you referring to the official Nintendo Pokemon video game tournaments? If so, Japanese games won't work for in person tournaments. You need to have a game from the European region to participate at one of the European events. For official Nintendo Wi-Fi tournaments you will only be able to participate in the ones Japanese players are allowed in.
