Whenever Kingdra uses it's Dragon Pump attack instead having to discard 2 cards from you hand you may discard any number of cards after the first two. For each extra card discarded after the 2nd the attack does 20 damage to one of your opponent's pokemon for each extra card discarded.

Well, you reference Dragon Pump in the Body, which isn't very good, as only one Kingdra has Dragon Pump. Perhaps you should generalize it more, saying that there is no limit to any of Kingdra's attacks in some way?

You can't reference an attack it doesn't have. What if it Leveled Up from an older Kingdra? Then it would do nothing. Raging Dragon Swirl looks pretty good, but maybe you shouldn't have it flip for all damage counters, just those on Kingdra. You COULD make the Weakness [C] instead, and with that much HP, it should really have a retreat cost (consider Infernape and Torterra).

Water shed is broken. Discard 3+ energies to drench the bench and set up a T3 Aqua Stream? Ridiculous.

Whenever Kingdra attacks, you may discard as many cards as you like from your hand. For each card discarded, this attack does 20 damage to one of your opponents Pokemon. Then, put one damage counter on Kingdra for each card you discarded. Kingdra can't use this Power if it is affected by a special condition.
