OK, because I'm the type of deck builder that would a build a 2-3 card combo to do the same thing a single card can do...

Let's say I'm playing a deck with Medicham ex & Space Center in Unlimited. I have both in play (Medicham ex is active). Can any Elekid (from Neo Genesis) use their 'Playful Punch' Pokémon Power?
(I would make a scenario concerning evolved Pokémon with Pokémon Powers, but I think the above will answer any similar situation.)
