Alright, this deck needs a lot of work.

To begin with, you're running a lot of stuff you really don't need.

I'd drop: 7
- 1 Chatot G
- 4 Plus Power
- 1 Pokemon Communication
- 1 Interviewer's Question

And add:
+ 1 Uxie Lv.X
+ 2 Cyrus's Conspiracy
+ 1 Bebe's Search
+ 3 Call Energy

If you can't get the Uxie Lv. X and Call Energies, just run 4 Pokemon Reversals instead. It wins games for Kingdra.

Also, specify which lines of Kingdra you're running. 4-2-4 isn't really specifc; how many of each Kingdra are you running? 1/3, 2/2, or 3/1?

think about adding a relicanth SV and a fighting energy
great luxray counter and well it can snipe down almost anything cause most decks use energy gains and expert belts
other then that i like the deck

Mankey SV + Fighting energy is actually a better choice. It does 60 base against Lv.X's for only 1 fighting, and OHKO's Luxray GL Lv.X.
