Strategy is to Set up Donphan and boost his attacks with Kingdra and PlusPowers. The PP's and Spray Splash can also boost Kingdra's Attack in case of Fire Pokemon, Donphan mirrors, Krookodile, and other weak-to-water-type pokemon.

HGSS means it's HS-on only, otherwise I'm sure he would have added many things..

Deck looks solid, and it looks speedier then I originally thought, although I don't like the idea of 3 PONT and 3 Juniper. Replace Juniper with Copycat for this deck imo.
