Kingdra for Juniors

Hey everyone! I'm kinda a guru of a little kid here in my area. Actually he is my friend's relative, and this friend of mine is away now because of college. We decide to build him a quite competitive deck, that can do well in a possible States or Nationals. Well, it has a huge weakness that makes it easily beaten by Luxray GL, but in Juniors, the fun prevails more than the competition IMO.

4-3-4 Kingdra (2 Prime, 2 LA)
4 Unown R
1 Unown Q
1 Regice LA
>17
3 Bebe's
4 Engineer’s Adjustments
2 Pokemon Communication
3 Pokemon Collector
2 Seeker
1 Luxury Ball
2 Junk Arm
4 Super Scoop Up
2 Broken Time Space
4 Rare Candy
1 Palmer's Contribution
2 Expert Belt
1 Warp Point
> 31
12 Water
> 12

This list relies on Engineer's Adjustments too much. Discarding and drawing cards, you grab several cards and make your setup so much quicker. Unown R for the same reason, they give you a nice draw in early game. Junk Arm also discards energies and give you back a needed trainer. Regice LA to get rid of annoying Spiritombs and also can discard energies. Both Kingdras do a large damage using few energies, which is good to quick kills. Kingdra LA in a late game can sweep a lot with you can use all the resources mentioned above. Kindgra Prime does 60 for one and Spray Splash gives you extra damage. Seekers and SSU's to pick up wounded Kingdras. And we can't afford Uxies for him, unfortunately he just started playing recently and by now it's impossible to provide it assuming we're giving him all this building and Uxies will be rotated out soon. Anyway, any help is highly appreciate. Thanks in Advance!
