Lapras Carry-in and TM1 and 2

Can I use carry-in to get a tm1 or 2 Because under the new ruleing the tm's are used as a pokemon tool card would be.

Carry in allow's me to get a supporter, tool, and basic energy.

Also if I dont have a tool card in the deck can I still use this attack to pick up a basic energy and a supporter?

(what I mean by the new ruling is the rule that says they are attached and stay with the pokemon they are not discarded much like a tool)

What new ruling says TMs are used as Tools?
There is no such ruling.
A TM is not a Tool.
For one thing, you can attach more than one TM to a Pokemon. You can only attach one Tool.

If you don't have a Tool, you still can use it to get the others.
