They have never been awarded on ELO when it was single elim....I didn't play before that so I can't speak to that, but TOM assigns byes randomly, not by ELO.

It was speculated last year that the byes at the LCQ were given based on ELO. One of the main arguments for this was because _all_ the Japanese players played round 1, and it was only a small percentage of people who did have to play round 1.
