Legal Sleeve Usage

A few people and I were discussing the use of sleeves. It was mentioned that some people are double sleeving their cards to protect the art on the original sleeve. Is this now allowed as the Rules are written in an ambiguous fashion.

This is for clarification purposes as some will be attending Nationals and wanted to make sure they were within the parameters.
