ok with the new quagsire/rainbow/saturation ruling, does this also mean that when we drop a legendary bird, using it's effect, we can now move rainbows as well?

No, because legendary ascent specifically requires 'basic' energy of a certain type. Rainbow/multi match the type, but are 'special' energy, so they are excluded from the Legendary Ascent Poke-POWERs.
