Every other legendary has one (or in the case of Xerneas and Yveltal, have one confirmed). Obviously Zygarde probably has one coming, but the rest? It's weird that Suicune wasn't done with Entei and Raikou in Dark Explorers, and that Registeel got one but the other two didn't. I'm probably most shocked that Arceus doesn't have one. Lake Trio/Manaphy/Phione I wouldn't be surprised if they never get one (Manaphy might; Lake Trio and Phione almost certainly don't).

Kinda silly when you look at that list of legendaries that don't have one yet, while Excadrill and Chandelure are getting them in the next set. Hopefully most of those show up in the X/Y series.

There were discussions on this in the past, with folks worried we were getting to the end of the BW block with none of these guys in sight. Bringing EXes back for XY gives them some breathing room though, so we may see them soon enough.

They'll probably be done not long down the road. XY didn't really leave the TCG much in the way of legendaries.

Well as far as we know, only 2 legendaries pokemon from the XY saga so far released. that leaves lots of room and time to get more legendaries into ex card print.

3 actually. Though I still have no idea whether there's a national dex in XY so there's potentially more. The 3rd confirmed is the Z legendary, Zygarde the Dragon/Ground type though it looks like a bug to me. It'll look like we'll get more normal pokemon for EX cards for XY. I doubt the Sinnoh lake trio will be EX though. And implementing Arceus EX will be interesting due to it's multi-type.

If there aren't many legendaries, it would make sense why they began to transition to stage 2 EXes

Only in that they decided to tie the Pokémon-EX mechanic into the Mega Pokémon mechanic. Throughout the BW block, while I was vexed by how many seemed to be designed without an eye towards (what I perceive) as game balance, the fundamental idea of using the EX mechanic to represent the most powerful Pokémon from the different games (that is the Legendary Pokémon, though some aren't actually that powerful) seemed like a great idea. It mean we could get a Mewtwo that was as strong as it seemed like it ought to be.

Again, not thrilled with the exact execution, but it was a concept I could stand behind. Considering they waited until the final block set to violate this, I am disinclined to believe I was wrong in that take unless I see official word or credible evidence to the contrary. Tying it into the new mechanic and in such a manner that traditional "Evolution" will likely remain problematic? That doesn't sit well with me at all and is in fact quite troubling.

Whether or not someone plays the game does not mean they don't have a insightful eye. Its always useful to have someone looking from the outside in and not the inside out all the time.

Yes, but to be "troubled"? I don't "trouble" myself with games I don't play. *shrug* to each their own I guess.

Probably because you are framing it in a manner that allows you to marginalize my involvement with the game. ^_^

Instead of "You don't play this game, why does it matter to you?"

try looking at it as

"Oh hey! You're that guy that has played with this game since it released in North America, and while he was never a top player and I personally think he's terrible at it*, has also been writing about this game for about 10 years! Of course, you're not currently playing because you've been unemployed so long that it would be at best insulting to the people that have been helping you out to blow money on a trading card game. Besides, you no longer live near a Pokémon League, you don't have the transportation to get to one, most of your friends (even ones met through the Pokémon TCG) gave up this game before you. Lastly your old computer can't seem to handle the PTCGO!"

I think when you do that, and recognize the amount of money (in the past) coupled with the amount of time I invested in this game, you can understand how I would like to see it improve and not devolve, and how I might have hoped to return to "really" playing it when my finances improved.

*You're free to have a better opinion of my CotDs and other articles, but I figured I'd should assume you didn't.

Given only three of those got no cards at all in the BW era, I'm guessing there were originally Regirock, Regice and Arceus cards planned but for one reason or another they didn't happen. (Regirock and Regice seem like they'd have been shoe-ins for half-decks, and Arceus likely as some miscellaneous promo.) I don't think they ever intended to include every Legendary as an EX.

Yeah, given how thrown-in Suicune was, I can't believe the others didn't get any. The only Suicune card was from the Blastoise/Kyurem deck in Japan, thrown into Plasma Blast in the US. At the Plasma Blast pre-release, somebody near me pulled a Suicune from a pack and, having already looked at the complete setlist, I was like, "Suicune's in this set?!"
