Level Max with no Pokemon with Lvl X forms in play

Is it possible to play Level Max from your hand if you have no benched or active pokemon that have Lvl X forms.

Generally the question is does the game know whether there is no legal Lvl X card for the pokemon in play and hence prevent playing a trainer that has no game effect. Based on the ruling for Eevee Call for Family (you may search even if there are 4 Eevees in the public domain -- discard or play) in the Compendium or the recent post in this forum concerning Spiritomb with no valid evolutions for Darkness Grace, it would seem like this might in fact be a legal play as a means to drop a card from ones hand and get a deck shuffle.

There's a difference between playing a card to no effect and calling an attack that will not succeed. The former is not allowed.
