Level Max with nothing possible

If you have no pokemon in play that have a lv x in the format, can you play level max just to waste it and look through your deck? For example, I play Level Max with Kingdra, Claydol and Uxie x as my only pokemon in play. Or can we pretend to try to look for Kingdra x?

Meta Rule: You can't play a card when it is known to the game that it will have no effect.
The game knows what Pokemon can level up or not, even if it doesn't know whether you have those Level Up cards in your deck.
Unless you have a valid target (say, another Uxie), you can't play it.
