Well Lt. Surge's teams in Black 2/White 2 consists of Raichu, Electrode, Magnezone, Electivire, Jolteon, Ampharos, and Lantern, so that's a start.

Lt Surges treaty. If your opponent chooses to take a prize, it will make games go very quickly.

I honestly have no idea what you want. What stops you from picking your favorite lightning (and fighting) pokemon and poking through the research tower looking for cards of those Pokemon that look like they're good?

A good place to start is in the Gym Heroes and Gym Challenge sets as those have a whole archetype of Lt. Surge cards. However, I don't think he's ever used any Fighting-type Pokemon that I know of in the video games. So, don't expect to see any fighting-type cards in those sets for Lt. Surge. In other words, instead of just building the deck of just Pokemon Lt. Surge use, use his archetype and you should be almost good to go for some fun Pokemon TCG action. If you need one, I could try to supply a decklist of the archetype to try out.

this all is some good advise but now can you help me with a new legal deck list. bilt with nothing but :lightning: pokemon and with a Lt surge base.
