I want to harness this winning power into a deck I can use to beat and/or fool impresionable children.

The deck is unlimited. I want to use at LEAST 20 potions, so lugia never dies (no 1-1 ledian d, plz).

I'm not sure on the trainer engine. I want to have quick access to energy removal and gust of wind, as well as access to potions so lugia always stays at or near full health.

I only want 1 lugia.

20 potions? Lol max is 4. Besides, this decks it to slow.
It takes 3 turns to power it up. Any deck that can
set up for a OHKO wins vs this.

I'm not trying to make the deck modified (or even unlimited) legal.

I want to make the best deck possible using only 1 Lugia ex and no other pokemon (except for holon's).

well, 3 K.Os on Lugia EX and it's game. not the best idea i've seen.

3 K.Os? He only has one Lugia. That one goes and it's game. And there's the issue of mulligans, that will give your opponent plenty to work with.
