Strategy is to use Lumineon's power to call out Basics from the opponent's hand, then snipe with Empoleon. Lumineon has a free retreat cost, so use a Switch or a Warp Point to bring it active and using its power, then retreat to bring Empoleon back up. Since you'll be making the chosen Pokemon the active anyway, Warp Point doesn't let your opponent really do anything.
The SF Empoleon is there for stalling and disruption. You can also play him down, then Super Scoop Up on the next turn and drop him again using Rare Candy or Broken Time Space for maximum disruption.
Whats more, since you will be seeing your opponent's hand, you will know when it is optimal to drop Mars or Empoleon X.
