If I use "knuckle down" against an opposing Carracosta, do they get to flip the coin? And if they do, is the damage reduced?

The timing is just a wee bit confusing to me.

The only thing that would stop Knuckle Down and its damage is something that would stop the attack from being done in the first place.
Solid Rock reduces the damage, it doesn't stop the attack.
Knuckle Down is not affected by effects that affect its damage.
Full damage is done.
