Scanning all 6 of these cards will activate an event in Evergrande City. Go into where you'd start battling the Elite Four. The first room (Sidney's) is empty and the door is open. Go into Phoebe's room and you'll face Team Aqua Grunts. Each grunt's lineup is either a single L50 Sharpedo (there are two of these); a L47 Carvahna, a L47 Poochyena, and a L47 Remoraid (there is only one of these); or 2 L48 Mantine (again, only one). Once all the grunts have fallen, you'll face the two Aqua Admins in a double battle (not a Multi Battle). Here are the lineups for the two:

Aqua Admin Matt: L48 Sharpedo, L48 Mightyena, L48 Politoed
Aqua Admin Shelly: L48 Sharpedo, L48 Mightyena, L48 Poliwrath

Once they're defeated, the door opens and you'll go to Glacia's room. Prepare to face Team Magma. The grunts here have either a single L50 Camerupt (two of these); a L47 Numel, a L47 Poochyena, and a L47 Houndour (there is only one of these); or 2 L48 Torkoal (only one). Once these grunts are down, it's time to face the Magma Admins two-on-two. The lineups here:

Magma Admin Tabitha: L48 Camerupt, L48 Mightyena, L48 Arcanine

Once Magma has fallen, the door will open and you can go to Drake's room and prepare to face Team Flora. Defeat these grunts and prepare to face the Flora Admins two-on-two. Here's what they have:

Clear this room and the door opens. Go to Steven's chamber and you'll be fully healed--then you'll face Archie. Defeat Archie and face Maxie. Defeat Maxie and face Farlie. Once Farlie falls, the Hoenn gym leaders (that you face in the game) will surround you and give you a second copy of their gym TMs for cleaning out the three teams (this only happens once), then you can go into the Hall of Fame room, where you'll get nine L5 Pokémon with a special move deposited into your box (you pick the box, you only get the Pokémon once). (All nine of the Pokémon are female. This prevents fathering the move.) Once that's done, you'll be warped back to Littleroot Town and you're done. (Unlike other Aqua/Magma/Flora missions, this can be done daily.) Here are the lineups:

Archie: L53 Mightyena, L55 Sharpedo, L53 Crobat, L53 Octillery, L53 Mantine, L53 Poliwrath

I noticed that you didnt add in Aqua's Eevee, Magma's Eevee, or Flora's Eevee. Was that intentional?

How this card works is that Flora’s Wobbuffet is completely safe from any attacks, Poké-Powers, Poké-Bodies, Trainer cards, and any other effects other than its own. However, when it uses its own attack, it will Knock Out itself. In other words, nothing else can touch it, but the second it uses its own attack, it’s done.

Scanning all 6 of these cards will unleash Grunts all over Hoenn (no trip to Mossdeep needed, but you will need Fortree's badge to do this), blocking the entrances to your house and every Pokémon Center. You'll need to defeat these Grunts to get into these establishments. If you Fly, you'll end up to the Grunt's left. Here is how they distribute:

Aqua Grunts: Littleroot, Rustboro, Mauville, Lavaridge, Mossdeep, Evergrande (south)
Magma Grunts: Oldale, Dewford, Verdanturf, Fortree, Sootopolis, Evergrande (north, left side)
Flora Grunts: Petalburg, Slateport, Fallarbor, Lilycove, Pacifidlog, Evergrande (north, right side)

The first two locations for each team each have a single L30 Carvahna (Aqua), Numel (Magma), or Cacnea (Flora). The second two locations for each team have one L31 Poochyena and one L31 Sharpedo (Aqua), Camerupt (Magma), or Cacturne (Flora). The fifth location has two L32 Carvahna (Aqua), Numel (Magma), or Cacnea (Flora); one L33 Mightyena; and one L32 Wartortle (Aqua), Charmeleon (Magma), or Ivysaur (Flora). The sixth location has two L35 Blastoise (Aqua), Charizard (Magma), or Venusaur (Flora); two L35 Feraligatr (Aqua), Typhlosion (Magma), or Meganium (Flora); and two Swampert (Aqua), Blaziken (Magma), or Sceptile (Flora), the last of which holds a Starf Berry.

Once all six of each team's Grunts fall, the first time you do this (for each team), each of the other teams' leaders will approach you and give you a L5 Kanto starter. If Archie approaches you, you get Squirtle. If Maxie approaches you, you get Charmander. If Farlie approaches you, you get Bulbasaur. (There's no special move this time.) You only get each reward once in this way, but you can re-scatter the Grunts as much as you want.
