Reprinting Bill as a supporter would completely suck for Bill. It also changes the way Bill is played. Here Comes Team Rocket was really a card you only played once per game so making that a supporter really didn't so anything to change it. Bill was a card that you could use multiple times in a turn, so making it once per turn completely changes it.

But the thing is, they already did reprint Bill as a Supporter in Japan back when the e-cards came out. It was a promo paired with a Celebi. I have a set of them.
They just never pubbed it outside of Japan.

If the supporter rule text is supposed to be under what the card does (The whole "Place this card next to your active pokemon, one supporter turn, blah blah" is under the draw two cards), then yes. Draw 2 cards from your deck, that's it.

...Have... There been cards with Supporter rule text under the effect before?

Bit more on topic: Seems like our draw supporters are Draw 3 with a payback (Felecities, Holon Adventurer, TV Reporter, Oak's visit) or Draw 2 with a benefit (Mars, Island Hermit, Bucks). Mama's Draw 2 with no benefits is... Frankly obsolete. Bucks is a better play even in a Blaziken EX deck; That'd put Blaziken's second attack at 110 damage, which is enough to KO Gardevoir! *SHOT*
