Masquarain Silver Wind Question

At the PreRelease, I was told that if my opponent's Masquarain used Silver Wind, the next attack did an extra 30 damage even if I switched Pokémon. I believe this is wrong and the effect of the attack stick with the Pokémon Silver Wind first hit, so who is right?

Per the FAQ:

Masquerain: Silver Wind

Which Pokémon is the Silver Wind effect attached to?

The effect is attached to the Defending Pokémon that was attacked by Masquerain's Silver Wind. If the Defending Pokémon retreats to the Bench, that effect is removed.

PUI needs to get these out to all TOs, not just PTOs.
