The short answer at the moment is, "We aren't sure and the Rules Team is looking into it."
Under long standing precedent the answer should be "Yes, they are both legal" because the minor change in text does not change the effect of the card at all. However, as I am sure you've heard, the rules update on Jan 6th states card text has to be identical for an older version to be usable. There is a question about this in the Ask the Rules Team forum and I know that PokePop has asked for clarification. Keep an eye on that thread and hopefully we will all have the answer soon.
