From Pokebeach:

Eelektross – Lightning – HP140
Stage 2 (Team Plasma) – Evolves from Eelektrik

[L][C] Crash and Burn: 30x damage. Discard any number of Energy cards attached to your Pokemon. This attack does 30 damage for each card discarded this way.
[L][C][C][C] Lightning Storm: 50x damage. Flip 4 coins. This attack does 50 damage times the number of heads.

Weakness: Fighting (x2)
Resistance: none
Retreat: 3

Finally a decent evolution for Eelektrik! Do you think NVI Eel will still be around when we finally get Megalocannon? Do you think this guy might see some play as a one of or more in Eel decks? Finally you've got something cool to evolve into once your Eel gets Catcher'd.

It's certainly not a bad card, but I really don't think we will see it until our August set after Worlds, and it seems VERY unlikely that NVI Eelektrik will be around still at that point, so it's probably irrelevant. Still, it'd be a great tech in Eels if it was around at the same time. Crash and Burn is pretty darn good.

Crash and Burn does 120 damage if you discard 4 energy, the maximum you could get with 1 Eelektross and 3 Eelektrick. You could get 5 energy if you Dmotored before evolving. It'd be a once-off 120 or 150, followed by maybe 120 or 90.

I dunno. I don't see it.

Crash and burn used to be a good attack on electrode ex and metagross delta, but that was when Pokemon had less hp and did less damage. Seems underpowered now.

It's not too bad for a pinch situation (discard stocked energy then devo spray after it's out of active), but as Raen said if Eelektrik isn't in format (or other good energy acceleration) then it wont matter.

It sounds like it would be a good card to pull out late game in decks that still run the Zekrom, since those tend to keep a lot more energy on the field than decks with a heavy focus on discarding like Rayquaza.

I'll echo what others have said; if this actually co-exists with Dynamotor Eelektrik, you'll have to build a weird deck around it (adding in Ether/Pokédex, and I am not saying it will be good) to get sufficient damage output... and that still requires a good set-up. As a surprise attacker, I worry about the cost; if you are attacking with it I assume a stranded Eelektrik or bit of a desperation play.

Either way, you really need a single Energy attach since you might not be able to get two Energy onto the Active. Plus part of the beauty of it should be discarding from something on the Bench, then maybe following up with Max Potion (if that is still legal; lost track). If you have an Eelektrik build using something that doesn't discard Energy when attacking, it might be an interesting clutch attacker, but we do have Scramble Switch now; if you need one that bad it is probably worth your Ace Spec.

I don't see it other than being good against abilities like safegaurd and plasmaklang. Dragon Burst is a much better attack

max potion s shiny in thunder knuckle/spiral force so it'll be legal next format

I doubt it will see any competitive play. You would need to spend so much time getting energies out just to have them all thrown away just to KO 1 Pokemon. You would need 6 energies just to knock any major EX out and having to evolve an Eeletrik is pretty tough. Its already hard to run Rayquaza so I doubt this would be any better.

Its not an awful card but its too flawed for it to have any efficient use.

It's a decent onesie tech much like the grab and poke eelektross but it's just difficult to justify over other options, especially the Keldeo tech which accomplishes basically the same thing (mitigating catcher harass on eelektriks)
