Misplay caught late and what can be a reversable game state

We had a GLC tournament and ran across a situation where players were in overtime turns and one player was trying to combo to win the game outright on his last turn. here is the sequence that happened explained to me by the players.

Player 1: uses Fog crystal and searches for a pokemon, Grabs an evolution pokemon instead of a basic and plays it(Misplay on his part)
Player 1: continues on with sequence, uses said pokemon to evolve his basic on the bench, which its ability lets it grab a trainer card, He grabs colress experiment.
Player 1: Plays colress experiment, and is currently reviewing which cards to keep and which to lost zone.
Player 2: Just now realizes the fog crystal error(Approx 1 minute or so after its been played)

player one had an ultra ball in hand to discard the fog crystal to still search out the evo pokemon, is there a point here to reverse up to the colress draw to end up with the same conclusion? he also could have grabbed either a basic pokemon or energy from fog crystal to use as discard fodder with the ultra ball to still get the one pokemon he grabbed from the fog crystal originally. I did not know how to rule this. Does this scenarion become an irreversable game stop and penalties applied?
 
We can't really let a player change what card they played.
Unfortuately, that would be a Double Prize Penalty for damage to the game state.
