I wouldn't have all Psychic Energies in the deck because then Gardevoir has a big advantage on you. And Boosts Energy is a must have in a Exploud deck.

Lower your energy count to 12/4...add another TM Rock, drop you wobb count to 2...trust me you do not want to start with the ugly purple fellow.

Drop all 3 bill's maintenance for 1 more nurse, 2 Pokemon Reversal...

Drop a Research for a Copycat (or don't)

[HAT]

Take out a Wynaut and add a Dunsparce. Drop 2 Bill's and add 1 reverseal and 1 Double rainbow. Trust me it works I've built it.
