Ok Im going to share my Regionals RayEelz deck since Im actually not going to Regionals this year. If this can help someone else then I have accomplished my goal. Good luck if anyone plans on using it.

Pokemon - 15
2x - Tynamo #45

4x - Eelektrik
2x - Rayquaza (secret rare)
2x - Rayquaza-EX
1x - Raikou-EX

Trainers/Supporters - 32
4x - Pokemon Catcher
4x - Cheren or Bianca (your preference)
4x - N
4x - Professor Juniper
3x - Level Ball
3x - Ultra Ball
3x - Switch
2x - Energy Switch
2x - Random Receiver
1x - Super Rod
1x - Tool Scrapper
1x - Skyarrow Bridge

Energy - 13
8x - Lightning
5x - Fire

So basically you get your Eel strategy set up via Ultra and Level Balls and all the Supoorters while hopefully discarding Lightning energies to the discard for later Dynomotors. In mirror matches you really want to Catcher up one of their Eelz and use Raikou to snipe bench Eelz. That is why i run 3x Switch in case your opponent does the same to you.

If you start with either Ray do not be afraid to start discarding cards from your decks via their attacks. You have plenty of Supporters and hopefully you will get those energies in the discard early.

Against Siglyph you want to use the secret Rare Rayquaza which ohkos Siglyphs. No need for Mewtwo-ex as your own Ray-EX can ohko Mewtwos while Mewtwos do little damage to Ray-EX.

Against Terrakions your main attackers(Rayquazas) are not weak to Fighting so no worries there. Also Ray-ex with a Tool Scrapper can take care of those pesky Darkrai-ex with Eviolite. Tool Scrapper also against Garbador decks.

Lastly the Energy Switches can provide a surprise power up if you had to dyan motor early to any Eeltriks on the bench just move the energy and bam attack big with Ray-ex for your last 2 prizes against any ex's.

This deck is for real and you will see many of it at Regionals this year. Prepare for the mirror matches. The #1 ranked player in NA uses it along with the #8 ranked player so this deck is a huge contender not to be taken lightly.
 
I'd highly suggest making room for max potions.

And I agree with how many of these decks people should see at regionals. With Dragon Vault and the tins out, this deck is easily made and is really good. I would count on majority of decks being played at regionals next weekend being Rayeels.

I think you are missing some cards though. 13 pokes? or 15 Pokes?

I knew something felt off...

I really, really like using Thundurus in this deck. In my build, it's used instead of Shiny Ray. I'm also a BIG fan of overloading draw/search. 4 Level, 4 Ultra, and even a couple Comm. I've found that 12 energy is enough, I'm never without a Fire, though my Ls can dry up at times early in the game.

This is a good build. But I STRONGLY suggest that each player treats this as a skeleton list, and nothing more. Please build and properly test your decks and make them your own. My version of this deck is slightly different from this version, and it's worked well for me. I'm guessing that Blaze's list has worked well for him. But neither of our lists is likely to work well for everybody, because each player has their own personal style.
