It's only used with Wonderspots. Wonderspots are machines in real-life that were at Pokemon Rocks America and PCNY for a short time. You used Mystery Gift with it, and it "downloaded" the Aurora Ticket onto your game, so you could get Deoxys. Wonderspots should be in retail stores sometime this year, according to the official Pokemon site.
