no it doesnt evolve randomly it depends on your wins/losses to him the first few times you see him

Against the Rival in Red and Blue, Since Yellow was slightly different, you can actually narrow it down to 2 or 3 of his pokemon, Since He has different pokemon based on what Starter you chose. so For Instance, you pick Charizard, you won't have to fight his Arcanine but Have to fight Gyarados, Eggecutor, Pidgeot, Alakazam, Blastoise, and Dragonite (I think)...so the Answere would be Narrowed down to Pidgeot, Alakazam or the Dragonite...for Me the Pidgeot always gives me the most problems. So my answer is Pidgeot
