Need help, turtwig ideas? (RRonly)

I'm trying to get a friend into the game, and really excited about doing so. Problem is, there's a pretty big budget restraint. What's the best deck list you guys have for a turtwig based deck using cards only from rising rivals? :pokeball: Thank you.
 
IF YOU WANT TO HAVE A DECK ONLY WITH RISING rivals cards and with turtwig iwould try this one (just made it one minute ago):

4-4 leafeon
3-3-3 beedrill
2 mow rotom
3 turtwig gl
2 vespiqen 4


4 bebes search
4 flints willpower
4 volkner´s philosophy
2 sp-radar
4 underground expedition
2 pokemon contest hall



12 leaf energy
4 upper energy

You can use Luxray Lv.x to do more damage with Turtwig. Rampardos GL /whiscahs gl could do the same. Use alakazam x to move damage on turtwig
 
Lol, I'm assuming if he's new he's not going to have any level x's.
A good deck idea that doesn't have turtwig is to build eveelutions.

OP's post does say there is a budget restraint, so I'm guessing Luxray LvX is out of the question.
 
I don't know how to make it ALL Rising Rivals and still have it be worthy of play...

However, if you use BOTH Platinum AND Rising Rivals, then you're Golden.

The key is to use LandForme Shaymin X to boost Turtwig's HP +40 .. then you pop a DAMAGE PORTER on him and he can snipe ANYONE !
 
Regarding on if he uses cards from Platinum, the Skyform Shaymin LV.X is also easily availbe in tins. It can do 110 damage for 2 energy at least one of which is grass, if one of your grass pokemon were knocked out last turn. After using Energy Flare, you can also move your energy cards around however you like; it also has free retreat.
 
I was destroyed last sunday by a guy who used a Turtwig GL, killed 6 legendary's of mine in ten minutes, using the pokepower and attack
 
How big is the budget constraint?

And why only RR? Any SP really needs the SP-specific trainers to shine.

BTW--Keep your eye on the Dirty Decks Done Dirt Cheap contest in the RTC where we're building decks for under 25 bucks. It just started, but when the results come, you should find some good ideas about building an inexpensive deck.
 
It's not RR-only, and it's not THAT budget friendly, but here's a Turtwig idea we played around with at League.
2-2 Shaymin Land Forme Lv.X
2-2 Alakazam 4 Lv.X
4x Turtwig GL

Probably still cheaper than most decks out there, but it's not competitive enough to be worth getting the cards if you don't already have them.
