both cards have the same name but the older one has different text, is it legal to use on tournaments?

As with Great Ball, the card text is completely different. However, there is no 'errata' for Super Rod. Therefore, you would definitely need a copy of the most recent printing outside your deck, available to your opponent to view as soon as you played Super Rod.
You wouldn't just flip the current printing version over or merely lay it down, you would communicate effectively to your opponent why you have this extra card, for example: "Hey, my old Super Rod has old text that is nothing like the current Super Rod, so when I play the old one, ignore that text and we'll use this text *points to NVI Super Rod* instead." This communication counts against your time for the play.
