New Candy Ruling

So the rules are (If I am reading them right) that the pokemon has to be a basic for at least one turn when played from your hand.

What about if you use a revive to bring it back to the bench from the discard? Can rare candy be used right away, or does it have to remain as a basic still for one turn?

Not exactly.
The rule, in order to evolve or use Rare Candy, is that a Pokemon must have been in play since the beginning of the current turn.

Lots and lots of people express that as "since last turn", but that's not exactly right. There are occasions when "since the beginning of the turn" is not the same thing as "at least one turn".
