If Ninetails uses Volunteer to 'evolve' into another DF Ninetails, can the new Ninetails use Volunteer again that turn? Or indefinitely, if I somehow keep getting the Ninetailses back to the deck on the same turn?

Note that the old Ninetales is discarded, it is not put back into the deck.
So you can't do it for infinity.
Although if you use Holon Farmer, you can do it for a while.
