So I was considering a possible meta counter deck for NXD-On, and I thought Haxorus deserved some attention. Its second attack is its glory, but obviously you need an answer for non-plasma decks (primarily Darkrai and Blastoise). Since Haxorus can utilize fighting, and even better, Blend WLFM energies, I figured Terrakion was a good support to answer Darkrai decks. But Blastoise is more tricky. I decided that Silver Bangle could be a sufficient answer, using for Haxorus versus any non-plasma EX.

When looking at the math with dragonaxe, you can swing at an EX for 70 with one metal attached and silver bangle, then come back the next turn for 110 for another attach, adding up to 180.

Emolga is used as a starter to make donks less plausible, and get two Axew onto the bench T1, while avoiding a lone Axew or lone Terrakion start.

4 switch is a must. Scramble Switch is to provide a 5th switch while allowing for a surprise Terrakion drop.

Emolga offers the free retreat which you really want to take advantage of, especially because you don't want to be wasting your switches on taking out kangaskhan. Deck list looks solid... I'd maybe add another Colress because you're looking at a decent sized bench and drop a Juniper, just because you don't want to have to discard cards you may need in later game.
 
The Emolga starter is a legitimate concern. Consider an opponent running a Team Plasma (TP) deck and the TP player starts a Thundurus EX. Best case scenario is that Emolga can CfF on Hopalong's T1. Note: Hopalong has NO other energy in play at this time. With just only 1 Deoxys on the bench (which is not difficult at all), Thundurus EX can 1HKO the starting Emolga (weak to L attacks). Now wherever Hopalong attaches energy next, that Poké becomes the next Catcher target (and again another 1HKO possibility) for the TP player. Hopalong's deck has no energy attachment acceleration; so, she/he would be, more than likely, "playing from behind" from the very start of the game.

On the other hand, IMHO, Kangasksn would be a much better choice as a starter vs. Emolga. Kangaskhan, having 100 HP and not weak to L attacks, gives Hopalong the opportunity to CfF more than once, bench more Poké, and get more energy attached while the first Kangaskhan is still active.

Should you still wish to run Emolga, consider incorporating some Eviolites to protect your Emolgas from the T1 1HKO or Exp. Share to preserve that 1st energy you attach.

if you do want to play Kangaskhan as a call for family opener you might want to add float stones for free retreat, which Terrakion could also use.
 
I would consider running coballion ex or landorus ex to replace the terrakions since they are probably a better option since they offer a more consistant approach against the meta and they work incredibly well with haxorous. I would suggest running 2 coballions, 1 landorus if you can find an extra space.
 
Shaymin BCR is also an option for CFF if you find Thundurus EX to be a problem early game, but you don't like Kangaskhan's retreat cost.

kidding aside, 3-4victini ex with victory piece and 1-2 fire energies for T1ish energy accel and garbodor because hes garbodor and this is a non-ability using meta counter deck. Also, from my personal use of the garb/victini ex/hax/terrakion version of this deck, ive noticed that other than haxs 1st attack needing one less energy on keldo ex and darkrai ex, silver bangle dosent help that much. Pretty much all of the other ex poke that are common now days are plasma and you have terrakion for darkrai. i run 1 rescue scarf, float stones, and silver mirrors in mine. Victory piece as well. if i were you i would switch my energy count to 3 metal, 1-2 fire (if you play victini), 2 fighting, 4 blend. You dont really need more metal than that. 2 enhanced hammers also helps slow plasma down enough to usually set up a haxorus. Ive been testing this deck out for a while now and it is a legitimate threat to this meta. the only thing it has a bad match up in is keldo/blastoise but if keldo/blastoise is really that popular then 1-2 mewtwo ex can help fix that problem.
