In unlimited, Bill actually was very very powerful. It's a deck thinner, and not only does it replace itself, it draws an extra card, too.
And back when Lengendary came out, I recall it being played quite a bit. I remember using Bill, drawing into another one, using whatever I needed from that, then using Professor Oak, drawing into another Bill, playing it, and being set up.

I, for one, would like to see reprints of the original base set, perhaps as a "collector" item or something. Or maybe reprints of things like Lass, Mr. Fuji, etc. They were called Trainers because most of them were...Trainers. Now we're gonna call them Goods because all the Trainers have gone Supporter...

It's obviously more for flavor and nostalgia than actual playing. But yeah, kind of makes me wonder why they didn't just call Mom Bill.
It would make sense to me to print Bill as a "Goods"/Trainer, either as a Rare trainer or as a secret Rare. I mean, Pokedex Handy 910is lets you draw 1 card from a choice of two, so it's not *too* much different.
