If I have Omniscient Arceus Lv.X active and an Arceus Lv. X Benched, can I use the attacks of the Arceus underneath the benched Arceus Lvl. X (assuming I have the correct amount of energy)?

Yes, Pokemon underneath a Lv. X card are still considered to be part of the entire Pokemon in play, and Omniscient copies Arceus cards in play.
