Pichu's Playground and Between Turns Procedure

Question 1

If both players have full benches, can I use Pichu HS's "Playground"? Alternatively, am I allowed to take 0 basics, even if my bench is not full?

Question 2

If I use Tyrogue HS's "Mischievous Punch" to KO my opponent, three things have to happen before they draw for their turn:

1) I take a prize
2) I flip for sleep
3) They promote a Pokemon from their bench

In which order to do these things happen? Also, where can I find answers to gameplay procedure questions similar to this one? I tried the official rules on pokemon.com, but they weren't helpful.

You can always use any attack that you can pay the energy cost for.
It just might do nothing.
This is not the same as playing a card for no effect. A card is a consumable resource. An attack is not.

If the case of Playground, each player could search and shuffle their deck if they have full benches.
You are always allowed to fail a deck search for a specific type of card.

1. Take a prize
2. They replace the active Pokemon.
3. You flip for Asleep.
